Norfolk Islanders believe they can still win a battle to stop the importation of rock to rebuild their airport runway.
The islanders say there is plenty of suitable rock on Norfolk and they fear imported rock will introduce bio-hazards that should be kept off the island.
Since the Australian government took direct control of the island three years ago Norfolk Islanders have staged novel protests to make their point about issues and they are doing the same over the imported rocks threat.
Islanders have made dozens of mannequins that they have placed around the island to make the point about their struggle to be heard as Norfolk Islander Terence Grube explained to Don Wiseman.
