Prime Minister John Key is expecting a number of countries not in the Trans Pacific Partnership may be interested in joining it.
Mr Key arrives in Manila for the Apec summit today, and he'll join other TPP leaders tomorrow to talk about the next stage of implementation of the agreement.
The Philippines has expressed its intention to join, while Mr Key says China is also considering its position.
A number of trade deals are underway, including the China-led Free Trade Area of the Pacific, or FTAAP, which aims to bring all APEC countries under one umbrella.
