Commander and crew of Manawanui were under-trained

The Commander and crew of the doomed Manawanui were under-trained and the ship was not up to the job it was doing when it sunk off the coast of Samoa. That's according to a Navy Court of Inquiry which has released its report into what caused the $100 million ship to sink while doing survey work in October. Rowan Quinn reports.
