Pacific Leaders and their delegations are starting to arrive in Rarotonga for the largest annual leaders meeting - the Pacific Islands Forum.
New Zealand's incoming prime minister Christopher Luxon has sent National's Gerry Brownlee and Labour's Carmel Sepuloni in his place.
