Carpark, prison suggested as places for homeless to hang out in New Plymouth

The subterranean level of a council car park, a derelict night-club and a prison dating back to the 1870s have all been suggested as a temporary place for New Plymouth's rough sleepers to hang out in the day. Taranaki Whanganui reporter Robin Martin has more.
