What can private car parks do to deter more to deter people from hogging mobility car parks not meant for them?

While Whaikaha, the Ministry of Disabled People, says too many drivers are still parking illegally at malls, supermarkets and businesses, which set their own penalty fees. Rebecca Elvy is the Deputy Chief Executive - Outreach and Innovation at the Ministry of Disabled People.
