Far North District Council has given up on trying to ban horse manure on main roads.
The council has had complaints about horse and cart rides leaving deposits on the road, in popular resorts like Paihia and Kerikeri.
It was planning to approve a bylaw forcing riders to stop and clean up the droppings, but there was an outcry from recreational riders.
None of the council's existing rules deal with dung so the council says it will try to come to an agreement with horse and cart operators.
