The Mana party has released its housing policy, which includes building 10,000 state homes each year.
The party's leader, Hone Harawira, said the homes would be for rent or rent-to-buy, and should be built until low-income families no longer face housing issues.
Mr Harawira said the party would introduce a warrant of fitness for all rental housing to make sure basic standards were being met.
It would also develop a low-interest, no deposit Maori home ownership scheme for Maori first home buyers.
He said Mana would create a Kiwibank home ownership scheme that would give low-interest loans to low and middle-income people who can prove they have saved money.
