An alleged "kill team" en route to a planned hit near a daycare centre was intercepted in Sydney's south-west, NSW Police say.

Police said detectives saw three men on Tuesday "mobilising to carry out an offence" during a routine surveillance operation, before calling in tactical operations officers.

Two vehicles were stopped on The River Road about 3:50pm, before a "high-risk" arrest.

Images from the scene showed a Mitsubishi SUV riddled with holes in the front and rear windscreens.

Two men from one car, aged 18 and 19, were arrested, and a third man, 26, from another car nearby was also arrested.

In footage from one of the scenes multiple officers with their guns drawn as they pinned a man to the ground in the middle of the busy road.

Another video showed the moment officers carrying rifles surrounded the Mercedes and attempted to break the front passenger window and arrest the driver.

Police said during a search of the cars, two firearms were located and seized, as well as balaclavas, body-worn cameras, and jerry cans of fuel.

In a subsequent raid of vehicles and properties allegedly linked to the men, police located a third gun.

Two men from one car, aged 18 and 19, were arrested, and a third man, 26, from another car nearby was also arrested.

NSW Police Assistant Commissioner Scott Cook said officers would allege the men were on their way to carry out a hit on a man within the vicinity of a childcare centre.

"This was a calculated and coordinated intervention that stopped what we will allege was a planned killing nearby a daycare centre - a deeply concerning scenario," Assistant Commissioner Cook said.

Investigations were ongoing under Strike Force Flodine.
