About 43 unpaid construction staff who had been working on the Northern Marianas' Imperial Pacific Resort protested last week over not getting all their wages.
The protest rally in front of the partially completed resort included workers from four separate companies.
The group of most foreign workers is unhappy that the casino has been given a conditional certificate of occupancy [on May 16th] while the workers that built it are yet to receive all their money.
The conditional certificate of occupancy allows the casino to start limited services.
The workers say they should be paid the amounts they are owed and that they would not be returning home until all the wages are received.
