American Samoa's governor says the government's revenue has fallen by 10 percent since the closure of a tuna cannery last year.
However, the government is still proposing a 4 percent increase in its budget for the 2018 financial year, with a total spend of US$395 million.
The proposed budget was submitted to the fono this week.
The executive branch will receive $62.5 million, the fono will get $7 million, the judiciary $2.8 million, and special programmes are in for $24.4 million.
Most of the funding will come from local revenue and grants from the United States government, while US$175.6 million will come from enterprise funds.
