Eddie Calvo released a statement saying at a time when there seems to be a world in turmoil, it is important that people hold close their friends and family, give thanks and celebrate.
Thursday is already a public holiday to mark Thanksgiving Day.
The Pacific Daily News reports because of holiday pay, additional government holidays cost taxpayers at least $US355,000 per day.
It also means one less day residents can do business with the government, such as renewing licenses, or resolving utility issues.
