Fiji's prime minister Frank Bainimarama is again not attending the main annual gathering of the region's leaders.
The Pacific Islands Forum leaders' summit takes place on Wednesday in Nauru.
Mr Bainimarama has boycotted the Forum since Fiji's suspension was lifted in 2014 saying Australia and New Zealand had too much influence.
Mr Bainimarama, who also holds the foreign affairs portfolio, has sent one of his senior ministers Faiyaz Koya in his place.
Australia's new prime minister Scott Morrison is also not attending and is represented by the foreign minister Marise Payne.
