The American Samoa Government Employees Retirement Fund will pay for classes for students to learn skills in e-commerce.
It's funding the training programme through the American Samoa Community College in conjunction with Silicon Valley company, Stratus Silver Lining.
The programme will initially train 500 students for one year with plans to train a total of 2000.
It's hoped when the students complete the course they'll find work for companies like Google and Facebook.
The Retirement Fund is in talks with some of these companies to open up branches in the territory or take on graduates on the mainland.
